		<description>Won&#039;t happen, can&#039;t happen.  If this bill passes, it will be recevied as a hugely emboldening victory by the insurance industry.  Their accountability will drop to zero, as none of the &quot;regulations&quot; are enforceable.  Many more people will die, because there will be NO penalties for the industry to break the law or their contracts. &lt;br&gt;&lt;br&gt;On the other hand, if the bill is defeated, they will be shocked and disoriented and that&#039;s the way I want them, because they will be cautious for a while.  They will keep their heads down and try to pretend to be &quot;good corporate citizens&quot;.  Until private &quot;health &quot;insurance&quot;&quot; is destroyed, that is the best we can attain.</description>
